Bicycle helmets protect against head injury. Mandatory helmet laws likely increase their use. Although 21 states and Washington, DC have mandatory helmet laws for youth bicyclists, no U.S. state has a mandatory helmet law that applies to all ages; however, some localities have all-age helmet laws for bicyclists. This study abstracted local helmet laws applicable to all-ages to examine their elements.

The Proceedings of the National Summit on Legal Preparedness for Obesity Prevention and Control is based on a two-part conceptual framework composed of public health and legal perspectives. The public health perspective comprises the six target areas and intervention settings that are the focus of the obesity prevention and control efforts of the Centers for Disease Control and Prevention.This paper presents the legal perspective. Legal preparedness in public health is the underpinning of the framework for the four “assessment” papers and (...) the four “action” papers that are integral to the application of public health law to any particular health issue. In addition, this paper gives real-world grounding to the legal framework through examples that illustrate the four core elements of legal preparedness in public health that are at work in obesity prevention and control. People with Down syndrome often exhibit deficiencies in wayfinding activities, particularly route learning (e.g., Courbois et al., 2013 ; Davis et al., 2014 ; Farran et al., 2015 ). Evidence concerning more sophisticated survey learning has been sparse. In the research reported here, two experiments are reported that evaluated survey learning of youth with DS and typically developing children (TD) matched on mental age. In Experiment 1, participants learned two overlapping routes consisting of three turns each through a virtual environment (...) depicting 9 square city blocks. Following acquisition, they were tested on multiple measures of survey knowledge: finding a shortcut, identifying the direction of landmarks not currently visible from their location in the environment, and recognizing a bird’s-eye representation of the overall environment. Under these conditions, which should provide relatively optimal opportunities for survey learning, the participants with DS performed comparably to TD participants matched on non-verbal ability on all of our measures of survey learning. Hence, we concluded that people with DS can acquire some survey knowledge when tasked with learning a small environment and given the opportunity to do so. In Experiment 2, the experimenter navigated participants through a large, relatively complex, virtual environment along a circuitous path, beginning and ending at a target landmark. Then, the participants were placed at a pre-specified location in the environment that they had viewed previously and instructed to navigate to the same target (a door) using the shortest possible path from their current location. They completed the task three times: once after being shown the environment one time, once after three exposures, and once after five exposures. Results indicated that the participants with DS exhibited significantly less skill at identifying the shortcut than did the TD participants, with differences emerging as the number of exposures increased. Participants with DS were also less able to recall landmarks at the end of the experiment. Overall, however, the performance of both groups was relatively poor in both experiments – with the performance of participants with DS being worse as conditions became less optimal. These results were discussed in terms of underlying mechanisms that may account for variations in survey learning as environmental complexity increases. (shrink)

The book provides a substantial account of David Hume's life and the times in which he lived, and it provides an overview of his philosophical doctrines. This is done through a chronology, an introductory essay, a bibliography, and over a hundred cross-referenced dictionary entries covering key terms, as well as brief discussions of Hume's major works and of some of his most important predecessors, contemporaries, and successors.

The newsman has become news. Though there are more serious, responsible journalists today than at any time in America, the less serious, less responsible also have great exposure. The loss of credibility of the mass media is widely acknowledged, and is a considerable concern to serious journalists. (...) For not only is American policy-making hampered by sensational journalism, but also weakened is the philosophical foundation of a free society; a society committed to maximize the freedom of well-informed choice for individual citizens in a period of massification. This book presents a philosophy of journalism that not only relates to a journalist's everyday activities, but also deals with a broad Weltanschauung for journalism which is built largely on the ideas coming out of the Age of Reason. The most important thesis of "Of Miracles" has no special connection with miracles: I mean the perfectly general thesis that testimonial evidence should be evaluated by the method of balancing likelihoods, which is a relatively informal version of the calculus of changes (or of probabilities). C. S. Peirce argues that the method is radically unsuited to the assessment of historical testimony. In this paper, I do essentially two things: (1) set out both an informal and a formal account of Hume’s (...) method; and (2) collect, systematize, and discuss Peirce’s somewhat scattered animadversions upon Hume’s use of this method. As part of (2), I explore some lines of thought that Peirce suggests but does not develop. (shrink)

This paper introduces a new hypothesis for the rise of the politically correct left via an analysis of Black America. Drawing on Žižekian and psychoanalytical theory, it explores the ideological role of ‘symptom’ within America’s cultural landscape - of that which states that society ‘doesn’t work’ - by way of examining prominent African American figures and how they relate to this ‘symptom’: Will Smith and the ‘hystericization of the symptom’; Barack Obama and the ‘identification with the symptom’; the PC left (...) and the ‘implementation of the symptom as law’; the far right and the ‘fear of loss of the symptom’; Kanye West, Candace Owens and the ‘rejection of clinging to the symptom’. Additionally, the 90s sit-com The Fresh Prince of Bel-Air and the film Black Panther are analyzed and juxtaposed in order to further illustrate the process by which the recent ideological shift in our cultural and political discourse towards political correctness and identity politics has occurred. With these words, Hume begins a memorable depiction of the crisis of philosophy and his turn to moral and political philosophy as the path forward. In this groundbreaking work, Thomas W. (...) class='Hi'>Merrill shows how Hume's turn is the core of his thought, linking Hume's metaphysical and philosophical crisis to the moral-political inquiries of his mature thought. Merrill shows how Hume's comparison of himself to Socrates in the introduction to the Treatise illuminates the dramatic structure and argument of the book as a whole, and he traces Hume's underappreciated argument about the political role of philosophy in the Essays. In "Realism and Reason" Hilary Putnam has offered an apparently strong argument that the position of metaphysical realism provides an incoherent model of the relation of a correct scientific theory to the world. However, although Putnam's attack upon the notion of the "intended" interpretation of a scientific theory is sound, it is shown here that realism may be formulated in such a way that the realist need make no appeal to any "intended" interpretation of such a theory. Consequently, it can (...) be shown that realism is immune to Putnam's criticism and that attempts at reformulating this criticism are not likely to meet with success. (shrink)

In a series of papers over a period of several years Barry Smith andWerner Ceusters have offered a number of cogent criticisms of historical approaches to creating, maintaining, and applying biomedical terminologies and ontologies. And they have urged the adoption of what they refer to as a “realism-based” approach. Indeed, at times they insist that the realism-based approach not only offers clear advantages and a well-founded methodological basis for ontology development and evaluation, but that such a realist perspective is in (...) fact necessary for understanding and using terminologies and ontologies in science. -/- This paper explores a number of questions surrounding such claims, provides a careful characterization of the type of realism recommended by Smith and Ceusters, and evaluates the role that realism plays in the critiques and recommendations that they offer. The conclusion reached is that while Smith’s and Ceusters’ criticisms of prior practice in the treatment of ontologies and terminologies in medical informatics are often both perceptive and well founded, and while at least some of their own proposals demonstrate obvious merit and promise, none of this either follows from or requires the brand of realism that they propose. This paper is an attempt to understand the method by which Thomas Solly (1816?1875), in his Syllabus of Logic (1839), provided a mathematical formulation of the traditional syllogism. The symbolism, in which analogues of multiplication, addition and subtraction are applied to term variables, is very puzzling at first. This paper provides a clear interpretation for this symbolism and explains why it works. It also addresses other notable features of the symbolism. The paper concludes by comparing the results which Solly obtained (...) by symbolic means with those which he obtained non?symbolically. (shrink)

Babylon Knowledge Explorer (BKE) is an integrated suite of tools and information sources developed in GlaxoSmithKline's Analysis, Applications, and Research Technologies Department to support the prototyping and implementation of ontology-driven information systems and ontology-enhanced knowledge applications. In this paper we describe the current state of BKE development and focus on some of its distinctive or novel approaches, highlighting -/- * How BKE makes use of multiple large pre-existing ontologies in support of text and data mining. * The methodology employed for (...) importing an ontology and making it immediately accessible to BKE's tools, interfaces, and API. * A formal description of BKE's ontology-based fact model and how this is employed in implementing information retrieval and data mining capabilities. * A sample application built on BKE that illustrates an ontologyenhanced machine learning tool. It was pure ephemera and only someone interested in the paper on which it was a comment would find this of interest. I have no copy of it remaining and have, at this distance, no memory of what I might have said.

The publication of "The Practice of Liberal Pluralism" by Willam Galston has appeared as an event of first importance regarding contemporary theory about the relation between pluralism and liberalism. William Galston’s theory has had a visible evolution: in "Liberal Purposes", the main object is a critique of neutralism and a defence of perfectionist liberalism, whereas "Liberal Pluralism" main concern was to draw the limits of state intervention. This evolution is the object of numerous questions in the following discussion. "The Practice (...) of Liberal Pluralism" operates an interesting synthesis on this point. Galston defines himself as a liberal pluralist such as Berlin, but although he acknowledges that conflict between values can be tragic, he minimizes this aspect in the following discussions, and considers the possibility of having prima facie duties. One of the main arguments for the defence of value pluralism is its capacity to explain the complexity of the moral universe. Galston endorses a political pluralism, which means that the sources of authority are multiple. Galston’s liberalism is very tolerant regarding non-liberal communitarian practices, although this tolerance is based on the defence of an exit right, which is a fundamental notion in his theory. In the following discussion, Galston proposes how to understand this right of exit in an adequate manner. (shrink)

De Morgan's Formal Logic, which was published on virtually the same day in 1847 as Boole's The Mathematical Analysis of Logic, contains a logic of complex terms (LCT) which has been sadly neglected. It is surprising to find that LCT contains almost a full theory of Boolean algebra. This paper will: (1) provide some background to LCT; (2) outline its main features; (3) point out some gaps in it; (4) compare it with Boole's algebra; (5) show that it is a (...) lattice-theoretical formulation of Boolean algebra; (6) discuss some issues of historical priority; and (7) conclude with the puzzle of LCT's lack of influence. The middle years of the nineteenth century saw two crucial develop ments in the history of modern logic: George Boole's algebraic treat ment of logic and Augustus De Morgan's formulation of the logic of relations. The former episode has been studied extensively; the latter, hardly at all. This is a pity, for the most central feature of modern logic may well be its ability to handle relational inferences. De Morgan was the first person to work out an extensive logic of (...) relations, and the purpose of this book is to study this attempt in detail. Augustus De Morgan (1806-1871) was a British mathematician and logician who was Professor of Mathematics at the University of London (now, University College) from 1828 to 1866. A prolific but not highly original mathematician, De Morgan devoted much of his energies to the rather different field of logic. In his Formal Logic (1847) and a series of papers "On the Syllogism" (1846-1862), he attempted with great ingenuity to reformulate and extend the tradi tional syllogism and to systematize modes of reasoning that lie outside its boundaries. Chief among these is the logic of relations. De Mor gan's interest in relations culminated in his important memoir, "On the Syllogism: IV and on the Logic of Relations," read in 1860. (shrink)

It is argued that Hempel's original rejection of the prediction criterion of confirmation in [8] (on the grounds that it leads to a circular definition of confirmation) was ill-conceived, and that his own approach exhibits undesirable consequences to the degree that it deviates from this criterion. A version of the prediction criterion is formulated which, in addition to being-non circular, escapes the criticisms advanced against Hempel's satisfaction criterion, offers certain clear advantages over alternative approaches, and may serve as the basis (...) for a theory of qualitative confirmation. The definition of confirmation developed here violates two of Hempel's three criteria of adequacy, and in showing why it should do so some light is shed on various issues in the debate concerning the acceptability of these criteria. Grice proposed to investigate 'the total signification of the utterance'. One persistent criticism of Grice's taxonomy of signification is that he missed an important category of information. This content, and/or the process of providing it, goes by a variety of labels: 'generalized implicature', 'explicature', 'unarticulated constituents', 'default heuristics', 'impliciture'. In this study we first take a sample of such phenomena and, from the point of view of pure pragmatics, survey the central descriptions of the content expressed and the mechanisms that (...) might deliver these contents. We then, from the point of view of experimental pragmatics, focus on two accounts: Levinson's I-heuristic, and Bach's standardization. We find experimental evidence for the existence of such implicitures, and for the use of language specific standardizations over language neutral background information. (shrink)

In the Investigations, #s 371 and 373, Wittgenstein said: “Essence is expressed by grammar” and “Grammar tells what kind of object anything is …”. Those passages, which commit Wittgenstein to holding that things have essences and which offer an account of what essences consist in, have been ignored by commentators, chiefly because it is thought that in #65ff (family resemblances) Wittgenstein rejected essentialism. The aim of this paper is to straighten out the story of Wittgenstein's thought on the subject of (...) essence and to show that he produced (somewhat following in Kant's footsteps) a major change in the conception of an essence. Morris Cohen’s classic essay, Property and Sovereignty, correctly discerned that political sovereignty and private property are alternative forms of government. Where it failed was in suggesting that the choice between these modes of governance is a matter of dialing one up and the other down. The relationship between political sovereignty and property is complex, and varies depending on the audience of property we have in view. With respect to some audiences — strangers and transactors — those who favor a strong (...) system of property will want to enlist a generous measure of assistance from the political sovereign. With respect to other audiences — neighbors and sharers — those who want a robust property system are more likely to want the powers of the political sovereign to be held in check. Cohen was thus right that the political order and private property are both forms of power over people. But the exact mix of these two regimes is anything but simple or unidimensional. (shrink)

The Sienese tradition of technical design is perhaps most emblematically represented in the treatises of Francesco di Giorgio Martini, illustrated compendia that were widely popular and frequently reproduced in the early modern period. The number of manuscripts featuring drawings associated with Francesco di Giorgio numbers in the hundreds. But in underscoring Francesco’s connection with this rich body of material, scholars have often overlooked the inherent value of the manuscripts as copy volumes: technical design manuals that guided practitioners in a course (...) of autodidactic education. What is more, by insisting that such manuscripts are part of Francesco’s legacy, scholars have never fully considered the alternative: what if this distinctive corpus of designs did not directly derive from Francesco di Giorgio? At stake here is not only a revisionist history of the celebrated Sienese architect, but also an enriched understanding of early modern architectural training. Two anonymous manuscript model books—London, British Library Add. MS 34113 and Dresden, Sächsische Landes bibliothek MS Ob. 13—provide the basis for a critical enquiry into this very question. Careful study of the manuscripts’ contents, both graphic and textual, reveals an extraordinary number of parallels: between the volumes themselves, and with the ‘signature’ compilations of Francesco di Giorgio. The disclosed material does not recast Francesco as a mere copyist. Rather, it shows him as an engaged member of a vibrant artistic community: one in which information of all kinds was openly exchanged, and copying was the established means by which designers trained and assembled a repertoire of practical models. MedDRA (the Medical Dictionary for Regulatory Activities Terminology) is a controlled vocabulary widely used as a medical coding scheme. However, MedDRA’s characterization of its structural hierarchy exhibits some confusing and paradoxical features. The goal of this paper is to examine these features, determine whether there is a coherent view of the MedDRA hierarchy that emerges, and explore what lessons are to be learned from this for using MedDRA and similar terminologies in a broad medical informatics context that includes relations among (...) multiple disparate terminologies, thesauri, and ontologies. A careful reconstruction of Quine's argument, however, is sufficient to show both that he covertly imposes a double standard of clarity on (...) the two theories in question and that in so far as Tarski's contributions clarify or explicate the notion of truth they do likewise for the notion of analyticity. Consequently, the appeal which Quine makes to Tarski's definition of truth cannot be used in the manner he wishes, to draw a clear boundary between the theories of meaning and reference. (shrink)

This collection of essays, commissioned by the President’s Council on Bioethics, explores a fundamental concept crucial to today’s discourse in law and ethics in general and in bioethics in particular. Since its formation in 2001, the council has frequently used the term “human dignity” in its discussions and reports. In this volume scholars from the fields of philosophy, medicine and medical ethics, law, political science, and public policy address the issue of what the concept of “human dignity” entails and its (...) proper role in bioethical controversies. __Human Dignity and Bioethics_ _is an attempt to clarify a controversial concept, one that is a critical component in the decisions of policymakers. Hume's Problem comprises two main projects: defending Hume's argument about induction against a dozen or so purported answers, and laying out a logic of induction that incorporates Hume's great insight in a formal theory. In this review, I will look at several instances of Howson's defense of Hume; then I will sketch the broad outlines of Howson's own "answer," the details of which are myriad and sometimes technical.

Little previous research has examined attitudes about societal and ethical issues (SEI) among interns participating in research experience for undergraduate programs (REUs) in nanotechnology, thus neglecting an important population for understanding the burgeoning views of the next generation of nanotechnology researchers. This study surveyed a sample of interns (N = 85) participating in the National Nanotechnology Infrastructure Network’s (NNIN) REU program during the summer of 2012. Our questions focused on interns’ experiences with education on ethical issues, as well as their (...) attribution of responsibility for considering ethical issues, motivations to talk about ethical issues, and comfort level of discussing ethical issues with faculty, mentors, lab staff, and other REU students. Among key findings was that lab culture related to the extent to which REU interns felt comfortable discussing ethical issues. In addition, those who reported more discussions about ethical issues with their mentors were more likely to consider themselves as responsible for considering ethical issues. We conclude with recommendations and future research directions. (shrink)

This collection brings together previously unpublished works by well-known philosophers on the philosophy of action, the metaphysics of causality, and the philosophy of psychology. Nine of the essays directly discuss Donald Davidson's work on these topics, while three others challenge a Davidsonian approach through discussion of independent but related issues. These essays are followed by replies from Davidson, including a previously unpublished essay, "Adverbs of Action.".

This paper introduces a hybrid model that unifies connectionist, symbolic, and reinforcement learning into an integrated architecture for bottom-up skill learning in reactive sequential decision tasks. The model is designed for an agent to learn continuously from on-going experience in the world, without the use of preconceived concepts and knowledge. Both procedural skills and high-level knowledge are acquired through an agent’s experience interacting with the world. Computational experiments with the model in two domains are reported.

In this lively series of conversations with writer Michel Treguer, René Girard revisits the major concepts of mimetic theory and explores science, democracy, and the nature of God and freedom. Girard affirms that “our unprecedented present is incomprehensible without Christianity.” Globalization has unified the world, yet civil war and terrorism persist despite free trade and economic growth. Because of mimetic desire and the rivalry it generates, asserts Girard, “whether we’re talking about marriage, friendship, professional relationships, issues with neighbors or matters (...) of national unity, human relations are always under threat.” Literary masters including Marivaux, Dostoevsky, and Joyce understood this, as did archaic religion, which warded off violence with blood sacrifice. Christianity brought a new understanding of sacrifice, giving rise not only to modern rationality and science but also to a fragile system that is, in Girard’s words, “always teetering between a new golden age and a destructive apocalypse.” Treguer, a skeptic of mimetic theory, wonders: “Is what he’s telling me true...or is it just a nice story, a way of looking at things?” In response, Girard makes a compelling case for his theory. This collection of essays, first published two decades ago, presents central feminist critiques and analyses of natural and social sciences and their philosophies. Unfortunately, in spite of the brilliant body of research and scholarship in these fields in subsequent decades, the insights of these essays remain as timely now as they were then: philosophy and the sciences still presume kinds of social innocence to which they are not entitled. The essays focus on Plato, Aristotle, Descartes, Hobbes, Rousseau, and Marx; on (...) the 'adversary method' model of philosophic reasoning; on principles of individuation on philosophical ontology and philosophy of language; on individualistic assumptions in psychology; functionalism in sociological and biological theory; evolutionary theory; the methodology of political science; and conceptions of objective inquiry in the sciences. In taking insights of both Liberal and Marxian women's movements into the purportedly most abstract and value-free areas of Western thought, these essays chart sexist and androcentric assumptions, claims and practices in the cognitive, technical cores of Western sciences and their philosophies. They begin to identify the distinctive aspects of women's experiences and locations in male-supremacist social structures which can provide resources needed for the creation of post-androcentric thinking in research, scholarship, and public policy. Such uses of feminist insights remain controversial today, and even among some feminists. These authors were all junior researchers and scholars two decades ago; today many are among the most distinguished senior scholars in their fields. Their work here provides a splendid opportunity for upper-level undergraduate and graduate students in philosophy and the social sciences to explore some of the most intriguing and controversial challenges to disciplinary projects and to public policy today. User participation is a critical ingredient for relevant technology development, whether in agriculture or industry. This has long been recognized in private sector R&D firms. In most public sector agricultural research organizations in developing countries, however, systematic involvement of farmers, especially poor farmers, in research has been weak. These farmers are rarely powerful or well organized enough to bring pressure to bear on government agencies to respond to their needs and priorities. Farmer-responsive research methods, such as on-farm research, farming systems (...) research, and farmer participatory research, have been introduced into research organizations to compensate for the lack of mechanisms for bringing farmers' views into the formulation of research priorities and agendas. The impact of these approaches in achieving this objective, however, has been less than hoped for.Insufficient attention to the political and institutional dimensions of developing client-responsive research is a major reason for this lack of impact. To bring about permanent change, farmer-responsive research methods need to be reinforced by changes in the balance of power between research and its clients and in the constellation of decisionmakers responsible for formulating research agendas. Participatory planning methods applied at the level of research programs provide new opportunities for involving farmers in decision-making about program priorities and for systematically incorporating information about client's needs. Recent experiments with strengthening farmers' associations and linking them with research organizations suggest new opportunities for increasing farmers' ability to express demand, act as an external pressure group, and serve as viable partners with research organizations. This work is a sequel to the author's Godel's Incompleteness Theorems, though it can be read independently by anyone familiar with Godel's incompleteness theorem for Peano arithmetic. The book deals mainly with those aspects of recursion theory that have applications to the metamathematics of incompleteness, undecidability, and related topics. It is both an introduction to the theory and a presentation of new results in the field.

In The Just Family, Richard Dien Winfield presents an ethics specific to the family. His aim is to show that the family is an “integrated sphere of right, wherein individuals exercise rights and duties as autonomous family members that are nowhere else possible”. His account of the just family is explicitly set out in the context of the other spheres of right, namely, property, family, civil society and state. The philosophy of right is presented in a manner that conforms to (...) the tenets of immanently developing, systematic philosophy. The work builds upon Hegel’s philosophy of the family. At the heart of the conception of the just family is the notion of the ethical community. The book can be divided in terms of this concept. The first part of the work seeks to establish the validity of this concept and its appropriateness for the family. The rest concerns working out the concept’s ramifications for the particulars of the normatively conceived family. (shrink)

Musical ensemble performances provide an ideal environment to gain knowledge about complex human interactions. Network structures of synchronization can reflect specific roles of individual performers on the one hand and a higher level of organization of all performers as a superordinate system on the other. This study builds on research on joint singing, using hyperscanning of respiration and heart rate variability from eight professional singers. Singers performed polyphonic music, distributing their breathing within the same voice and singing without and with (...) physical contact: that is touching each other's shoulder or waist. The idea of singing with touch was motivated by historical depictions of ensemble performances that showed singers touching each other. It raises the question of the potential benefit of touch for group performances. From a psycho-physiological point of view, physical contact should increase the synchronization of singing coordination. The results confirm previous findings on synchronization of respiration and HRV during choir singing and extend those findings to a non-homophonic musical repertoire while also revealing an increase in synchronization in respiration during physical contact. These effects were significant across different frequency ranges. The effect of physical contact was stronger when all singers were singing in comparison to the partial ensemble. Importantly, the synchronization could not be fully explained by the singing action or by the standing position or touch. This finding suggests a higher level of organization of all singers, forming a superordinate system. (shrink)

Communicative acts of some women are perpetuating the dominance that DTM have over both women and OTM. Some women use language in a disdainful manner to reprimand oppressed men’s behavior in daily life situations, the same behavior that such women would not reproach to DTM. But NAM are reacting to this. This article analyzes the communicative acts employed in all these situations, both those produced by women and DTM, as well as NAM’s communicative acts in response to those offenses. Data (...) was collected using communicative daily life stories of give women and three men with diverse profiles and different levels of participation in women’s and men’s movements. Findings highlight, from the transformative dimension of the communicative methodology, that the use of language of desire in NAM’s reactions is effective not only to make justice with men who have never executed violence on women, but also to undermine the attractiveness of both DTM’s behavior and the comments of some women on such behavior. These findings complement previous research on preventive socialization of gender violence by broadening scientific knowledge on NAM’s communicative acts that prevent and eradicate gender-based violence. Further research ought to broaden the evidence of how some women who defend feminist values sometimes do not support and even tease or reprimand men who practice these values; moreover, an important line could analyze the way people talk about men with NAM attitudes to hold back reprimands in comparison to how people talk about men who follow a DTM model.
